Judge Kisner was appointed to the District Court by Governor Kathleen Sebelius in July of 2003 to succeed the Honorable Tom Malone who was appointed to the Kansas Court of Appeals. Judge Kisner was then elected to the position in November of 2004 and reelected in 2006. Judge Kisner has served in the Civil Division, Family Law Division and as Traffic Court Judge. He is currently assigned to the Criminal Division. As part of those duties he serves as Judge for the Drug Court program.

Judge Kisner is married to Heather (Hodson) Kisner and they have two children.
